With U.S. Military Cuts Looming, Who Decides Which Service Members Get Laid Off?

The U.S. Army may have to reduce its numbers to 420,000 by the end of the decade, down from a peak of 570,000 at the peak of the wars in Iraq and Afghanistan.  In the midst of the stringent cuts, some layoffs of officers will likely be required.  When officers don’t want to leave the service voluntarily, who decides who gets laid off?
